Water pans are designed to hold a certain quantity of water before being placed inside a steam table, just above the unit's heat source. After a food pan is placed on top, the water pan is heated and coats the bottom of the food pan with hot vapor. As the spillage pan is used, it needs to be refilled to continue warming the food to keep it at hot and safe temperatures.
